Unfortunately, there doesn't seem to be a way to get around this.  The 
problem is that if an exact copy of an E-mail is sent to multiple people, 
often only 1 E-mail is sent (with multiple recipients), rather than 
multiple E-mails each with one recipient.  IMail also treats this 
internally as a single E-mail, so that each recipient gets the exact same 
message.

We are looking into a way around this, but it gets very complex (and 
resource intensive).
