Problem we've had with OSSRC is that so many people that run open
relays seem to be clueless sysadmins. In many cases their
organizations are our clients' clients. Fortunately we are small
enough and deal with relatively small numbers of messages that it
is fairly easy to visually inspect the failed queue and choose the
   legitimate from the spam.

Of course the sysadmins are at fault and the servers really are
   open relays.

If you tell them then you run the risk of "killing the messenger"
syndrome as the sa's don't like looking bad. Really a dilemma.

Agreed. SPAMCOP just makes it too easy for legitimate users to end up in
the database because of some malicious or ignorant user. Really it
is amazing they do as well as they do given the circumstances.
