That's not enabling the test; it just defines the test.  If you don't have 
the "CATCHALLMAILS catchallmails..." line in the global.cfg file, then the 
CATCHALLMAILS test doesn't exist.

The weighting (which should be 0) is in the definition line.  There can be 
another line in the global.cfg file to determine the action to take, but 
that would affect all outgoing mail (so you likely wouldn't want to use it).
