It sounds like Declude JunkMail is using the default
\IMail\Declude\$default$.JunkMail file.
Is "vwebs.com" the correct host name? If the host name is actually
"mail.vwebs.com" with "vwebs.com" as an alias, you would need to use
\IMail\Declude\mail.vwebs.com\dnr.junkmail.
If that doesn't explain it, I can show you how to use the debug mode, which
will show where Declude is looking.
