That's correct.  It doesn't matter whether they are on the same domain or 
not (AOL uses a smart system for sending mail, and knows that both domains 
use the same IP address to accept mail).

The whitelisting will take priority.  If there is no whitelisting, then the 
most restrictive action will be used.
