I have observed that a lot of messages fail the SPAMHEADERS test and
certainly too many legitimate messages fail to use it as a hold
criteria by itself.

Scott's new LOOSENSPAMHEADERS setting has helped this a lot.

Before invoking LOOSENSPAMHEADERS we were recording failure rates fro
spamheaders between 25% and 50%.  Since we added LOOSENSPAMHEADERS
this rate has dropped to about 10%.

I've increased the weighting for this test now.  However, usually if
the message fails spamheaders now (after loosen) it fails something
else too.
