WEIGHT10 is part of the weighting system, and will get triggered if any
E-mail arrives that has a weight of more than 10.

Then you have a lot of legit E-mails that are failing several spam tests.
You may instead want to use the WEIGHT20 test, which would require more
spam tests to fail.
>Should I just set PERCENT to WARN?
That's a different test. You should NOT set it to warn -- that will
actually give spammers a chance at using your mailserver as an open relay
(under certain conditions). You should never see legitimate E-mail fail
the PERCENT test.
