Yes if I change the "Header" to "Warn" it works fine (and it works fine
as a subject)

Mail client may explain it and / or HTML.  I am using Outlook XP and I
have my Outlook client set to default RTF.  

Would my mail configuration of all email being routed from external
IMAIL servers to internal Exchange Servers have anything to do with it?

So if you change that to "WEIGHT8 WARN", you will see a warning in the 
headers (and you do not see a warning in the headers when using the line

above)?

Note that the HEADER/FOOTER actions are usually not visible if the
E-mail 
has HTML or attachments (it depends on the mail client, they may or may
not 
display the header/footer).
