Hopefully, in the future you might be able to build in something along the lines of that. My thought was to quarantine the suspected spam and send an alert back to the user. If by some chance it was legitimate mail then I would be able to add it back to the queue.

You can't use both the HOLD and ALERT actions together. The ALERT action is designed to both send a pseudo-bounce and deliver the E-mail, while the HOLD action is designed to quarantine the E-mail.
