Is the WEIGHT10 test getting triggered when other combinations of tests fail?
If you are using LOGLEVEL MID, you will see a line in the log file that
will show what test(s) failed, and the total weight of the E-mail, which
should help determine the problem.
Also, if you post the line from your \IMail\Declude\global.cfg file here
(the PERMBLACKLIST line), I can check to see if it is set up correctly.
