Yes.
Declude JunkMail only uses one configuration file to determine the
action(s) to take on an E-mail. If the per-user configuration file exists,
that one will be used. Otherwise, a per-domain file will be used if it
exists. If neither of those exist, the \IMail\Declude\$default$.JunkMail
file will be used. But in any case, only one file will be used.
