If something like this does get added, it would likely best fit into 
Declude JunkMail as a test and an action (such as a test "NOTINADDRESSBOOK" 
with an action of BOUNCE or HOLD).  That way, it could be applied 
per-domain or per-user, and end users wouldn't have any direct control over it.
