Yes.  My  research  suggests  that  sites  using  Outlook  in (native)
Corporate  Mode  and Exchange 5.5 and 2000 are frequent false-positive
culprits.  I  do  not know exactly where the setting is, but something
tells  me  that  it's the default for the Exchange Server MAPI service
and  the  IMS/SMTP  connector,  but  not so for the Internet Mail MAPI
service.

It would remain to be seen or guessed whether people are/were actually
using  Outlook  and  Exchange  in this configuration to send spam, and
that the original Base64 idea was a happy accident.
