Scott has a nifty tool for this. Plug one of the numbers from the range into this URL as shown:
http://www.dnsstuff.com/tools/cidr.ch?ip=64.49.243.63 and a list appears. There are 2 columns seperated by the word "through." On the left side of the word is the lower # of the range and on the right the higher. Find the range that most closely matches what you want. In this case, the smallest range large enough to have both 63 and 115 is 0 through 127, expressed as 64.49.243.63/25. Put this CIDR in place of your 2 IPs and these guys will be toast, at least until they buy another range.
