The problem is that ARIN shows 16.30.58.11 as being an IP allocated to the
United States.
This is just one of many problems with using public IPs in a private
network, and why RFC1597 was developed (which outlines what private IPs can
be used, and the drawbacks of using public IPs that aren't yours). If you
use some random IP as a private IP, your mail may get blocked as spam
(other tests may fail as well, not just the SPAMROUTING test with Declude
JunkMail).
