So an email that is NOT cc'ed to someone on a filtered domain will not
be filtered?
I did change all the WARNs to IGNOREs *after* the problem was reported,
so...
OK, that makes sense.  So it should work fine now.

That's why the X-RBL-Warning: header was added.  Since the E-mail had
you 
listed as one of the recipients, your actions were used as well as the 
outgoing actions.
