Ok, I'm about to launch Declude on our new server, now that we got the bugs
quelled for the moment. I was looking over the junkmail manual, and
reviewing the Global.cfg and $default$ files I printed out. My question is
this: If at the start, all settings are set to WARN, at what point does
Declude choose which action to take?
Declude will use as many actions as it can. If all tests are set to WARN, then Declude JunkMail will add an X-RBL-Warning: header for each test that fails.

There are some tests that logically cannot be combined, so if the E-mail fails tests that cause the BOUNCE and DELETE actions to be used, only one can be used (DELETE in this case, since it is a "worse" action).

Like if a mail fails 3 tests, totalled count was say 10. So I have WEIGHT10 WARN, will it warn for just weight 10?
or all the tests? i.e ORDB WARN etc.
It will add the warning for all the tests, including the WEIGHT10 test.
