Curious, if in the global.cfg, I add # before each outgoing test, they'll be
ignored correct? I just wish to disable outgoing until I get the incoming
squared away.

That's correct -- just make sure not to disable the test definition lines ("DSBL ip4r list.dsbl.org * 6 0" for example), or else the incoming mail scanning will get disabled as well.
