That is correct.

Is there another way to whitelist a to address?
Yes -- by upgrading to Declude JunkMail Pro. :)

That's one of the primary distinctions between the Standard and Pro versions, is that the Standard version doesn't let users have their own settings, whereas the Pro version does. The abuse@ and postmaster@ exceptions are to help users comply with the RFCs.
