Is declude supposed to use c:\imail\declude\domain.com\$default$.junkmail in
preference to c:\imail\declude\$default$.junkmail ? I have a situation where
it did but I was confused since I thought it did it the other way around.
Yes.

Declude JunkMail will use a per-user configuration file, if it exists (\IMail\Declude\example.com\user.junkmail).

If there is no per-user configuration file, it will try using a per-domain configuration file (\IMail\Declude\example.com\$default$.junkmail).

If there is no per-user or per-domain configuration file, it will use the default file (\IMail\Declude\$default$.junkmail).
