    I'm not exactly clear on what program has changed the name.  I
    think it is IMAIL and not declude.

It's actually Declude, which changes the name from Q*.??? to _*.~??.

  I was reluctant to open the
    envelope since I did not understand this thoroughly but I made
    certain to not change it.  So it actually might be locked for
    writing.

It is fine to read the file (the D*.??? or _*.~?? files). It's also OK to change (or even delete) the D*.??? file if necessary, but the _*.~?? file shouldn't be changed.
