Joe's talking about the HEADER action, which isn't inserting an RFC822
header,  but  a  header  before  the  original  body  (closer  to word
processing terminology).

John's  answer  is spot-on: if the body is Base64, then ALL of it must
be decoded by the client, even if some of it is plain-text to a human.
