If your looking for a payback tactic, something I do is when I see a spam that 
originates from a US broadband connection (DSL / Cable), I report it to the ISP.  
Typically, their service is terminated and its much more work to get a new broadband 
connection than a simple dialup account.  

You can lookup US based IPs here:
http://www.arin.net/

Then take the domain name in question (rr.com, cox.net) and plug it into here.  Send 
the spam (with headers) to the abuse address it gives you:
http://www.abuse.net/lookup.phtml


Happy hunting, and watch out for multiple spoofed IPs!
