No - they are NOT. I went through this with IPSwitch when messages were rejected for an inbound IP address (IP bound domain), even though the VIRTUAL domain and INDIVIDUAL users were defined for HIGHER limits. The IP bound level is the UPPER limit for ALL virtual domains and users. IPswitch (in EHLO mode) announces the max message size defined for that IP address - causing other ESMTP servers to ABORT the transmission even BEFORE the recipient domain and user are identified! They considered that a "documentation problem".
