While that may be true, it is also known that certain e-mail clients always
send out e-mail in BASE64 do to the programmer's misconceptions of MIME.
That is why we keep a list of those e-mail clients and deduct the weight
added via the BASE64 test for those messages.

The worse of these is Outlook Web Access on Exchange 2000.
