I am testing it here further.

The email was ROUTED to the Admin.  I was looking at the header from the
email.

Somehow I think it is related to the format of the text file (The carriage
return issue).

Still testing.. I will let you know what I find.

Where did you receive the headers from (was the E-mail held, or are they 
from a mail client)?  There is a *very* slight chance that the subject was 
encoded, which could potentially cause the failure.

That's the only thing that I can think of that could cause the E-mail to 
fail that filter test.
