Ummm...., yep. That would be option #2.

The "X-Info:" header shows that the E-mail *did* fail the VCP3W and VCP3
tests.

The problem is almost certainly that you aren't looking at the same 
configuration file that Declude JunkMail is looking at, for one of two
reasons:

[1] The E-mail is actually outgoing E-mail (to a gateway domain), in
which 
case the global.cfg file is used, or

[2] The directory you are using for a per-user or per-domain
configuration 
is not the same as the actual host name (so if the actual host name is 
"mail.example.com" with "example.com" as a host alias, you need to use 
"\IMail\Declude\mail.example.com\$default$.JunkMail").
