Here is one where the entire body is BASE64 but was not caught as such.
Unfortunately, this is a case that the BASE64 test isn't going to be able to detect without a lot more work.
The problem is that the BASE64 test doesn't actually process the MIME segments in an E-mail -- it just looks for the appopriate MIME headers within an E-mail, and make some certain assumptions about them. This means that false positives are technically possible (but shouldn't actually occur), and occasional E-mail my be base64 encoded but not caught.
