Defined .... but still getting spam that has non-english headers
Are you running the new v1.68 (typing "\IMail\Declude -diag" with *no* changes, from a command prompt, with let you know the verison you are running)?
What is important here is the Subject: header -- the NONENGLISH test will look for certain common types of non-English encoding. If you let me know what the Subject: header is (from the actual headers, not the "Subject" line in your mail client), I can check to see if it should have been caught, and if not, why not.
