I think this has the potential to solve our problem...I did not think of
Alert..  We might be able to solve the problem with challenge response
issues with automatic web responses.

It sounds like you want to use the ALERT action, which is the same as the 
BOUNCE action except that the E-mail will be delivered rather than deleted.
