I have already looked at the archives and have found referenced but with no
specifics.

I am having quite an interesting email conversation with an admin in
Austrailla. He claims that he is in compliance with the RFC's and does not
want to add a reverse for his firewall which is communicating for his mail
server.

What is the RFC and section for reverse DNS??

You may want to point them to RFC1912 2.1. It doesn't *require* that the reverse DNS entries, but makes it clear that not having one is a "use at your own risk" type of situation.
