I don't think Ultimate Offers did get a block that big.  20 bits is how big
a block the SpamHaus Project has listed to catch quite a few different
outfits in one stroke.

FWIW, I've just spot checked two days worth of mail from 69.60.x.x and found
zero that were legitimate, but I also only found one that made it through
JunkMail Pro.  Most of the IP addresses were listed in a lot of spam
databases.
