UNIX tools there are command line versions written for Win32 and work great,
no different than we find on our Linux servers.

I use wintail from http://www.wintail.com.  It's windows based, and I
would
prefer more of a unix based command line driven so that I could grep on
it,
but I havent ran across a very good one yet. 

Nonetheless, Wintail does the job.
