It doesn't. I have had messages passing right through on very
simple word formats like:

SUBJECT 13 CONTAINS y�ur
SUBJECT 600 CONTAINS L�w
SUBJECT 600 CONTAINS �pproved
SUBJECT 600 CONTAINS R�te
SUBJECT 600 CONTAINS Ev�ry
SUBJECT 600 CONTAINS Her�
