At that volume, you may have to go to some great lengths to get everything running smoothly on one server.
One other thing that you should make sure of is that you are using "PRESCAN ON" in the \IMail\Declude\virus.cfg file (assuming you are running Declude Virus Pro, which you should if you are processing millions of E-mails a week).
