I have always had an issue with Global.cfg being used for filters.  I like
to think of the global.cfg as a source for instructions.

If the Global.cfg is setup correctly then John's issue with AutoWhitelist
will also be resolved.

Lets imagine..

If Global was like a script file that was just for instuctions we could
simply order our commands as we saw fit. We could put the following:

AUTOWHITE5      external        >10

WHITELIST       AUTH 

And this way John's program would run first and then Whitelist would come
into effect.

Separating filters from commands is just clean programming and it makes
sense from an object oriented perspective.. 

Having Whitelists as their own filter types would also separate the actions
from global statement and makes us one more step closer to adding logic.
All we need is a sequence command structure before we can start asking for
IF Statements :)
