I was looking at the headers and saw SPAMCOP : Blocked

Is that how it should be - what it's returning? If not, ideas on what could be wrong?

That is what it is returning:

X-RBL-Warning: SPAMCOP: Blocked - see <http://www.spamcop.net/bl.shtml?66.111.254.21>http://www.spamcop.net/bl.shtml?66.111.254.21

Spamcop is returning a TXT record of "Blocked - see <http://www.spamcop.net/bl.shtml?66.111.254.21>http://www.spamcop.net/bl.shtml?66.111.254.21";, which is what Declude JunkMail uses by default in the X-RBL-Warning: header.
