Can/Is there a way for each user to have a whitelist
entry in their own username.junkmail file??

You could add a WHITELISTFILE line in there, that would point to their own whitelist file. So you could have:

C:\IMail\Declude\example.com\username.junkmail
C:\IMail\Declude\example.com\username.whitelist

and have "WHITELISTFILE C:\IMail\Declude\example.com\username.whitelist" in the C:\IMail\Declude\example.com\username.junkmail file.
