I would block the rather chatty NetBIOS ports outbound, but then permit everything else. Like Matt said, block everything inbound except those specific services you want to enable (DNS, SMTP, POP3, IMAP, etc.). Also permit all responses to established requests to return, otherwise you will be blocking replies to your outbound queries.
