Scott, does this error message in my log indicate a problem that you're interested in, or is declude.exe correctly reporting a problem in the source data?
X-Country-Chain: 'EU' [corrupt RIPE data]->UNITED STATES->CANADA->destination
It's reporting a problem with the source data. Specifically, RIPE is reporting that the IP belongs to a country whose ISO code is "EU", but there is no such country. Most likely, one of their customers didn't want to give out their country, and entered "EU" thinking it would be cool as it is the initials for European Union.
The people at RIPE are in the process of updating their source data, which will hopefully take care of this.
