I am running lookups on the wrong hop?

This message was also in the headers and is the cause of my concern:
X-RBL-Warning: HELOBOGUS: Domain pal01 returns a server failure for MX or A records.
Why did it run on pal01? Shouldn't it run on mail.webagency.net?
