You can certainly start it, but it will be another instance. If there is already one running, that one will contain all the information.
The Declude console is a console app, and therefore runs in the console, which can not be view through TS. Further, you can not end that process, as you can not end any process running under console from a TS session. Windows Server 2003 changes that behavior.
