I was wondering what exactly the NONENGLISH tests hits on. Is it actual high bit characters (or what ever classification is most appropriate), or does it look for character encoding headers such as 'characterset=', or both?
It looks at the subject for several signs of non-English characters (such as most high-bit characters, as well as subjects encoded for a certain language).
