Although I don't have this specific need, I could see use from it at some point in time as if you want to place an E-mail in an account somewhere, you can't HOLD or DELETE it.

Maybe one solution would be to set up an action that for instance would ROUTETO NULL, so that you could use this in place of DELETE and still get the COPYTO function to work? Along the same lines, if you could include the Declude generated headers in the COPYFILE action, this could be used as a replacement to HOLD and everyone should have what they desire. Personally I do desire Declude headers in the COPYFILE stuff so that I can parse this information programmatically from the files stored on the server and that would fix my issue and allow folks like Andy to have a work around for doing what he does with the added assistance of a ROUTETO NULL function (equivalent of DELETE but also allows for COPYTO, COPYFILE, WARN actions).

I think that's workable unless the headers in the COPYFILE action is a big change.

The problem here is that Declude JunkMail doesn't determine the actions until after the tests are run, and the recipient information is looked at. Complications here would include a situation where one user has RESETACTION but another does not, and what happens if RESETACTION is seen before the final action is determined.
