I got nailed by that to i use BYPASSWHITELIST bypasswhitelist 30 4 0 0 first number is the weight and the second number is the number of recipients, leave the other numbers 0
so if the message reached a weight of 30 and had four or more recipients the whitelist would be bypassed.
