My problem is, while I do get several successful "pass" results, I have yet
to get a fail result.  How exactly is this test carried out?  Is it checking
for the validity of the SPF record, and if one does not exist, the test is
skipped?

It uses the SPF protocol. It looks like you do have the test set up correctly.

A FAIL result will only occur if both [1] the domain has an SPF record, and [2] the E-mail comes from an IP not allowed per the SPF record.

A PASS result will only occur if both [1] the domain has an SPF record, and [2] the E-mail comes from an IP that is allowed per the SPF record.

If there is no SPF record, or if the results of the SPF record are unknown ("v=spf1 mx ?all"), or if there are various errors along the way, an UNKNOWN result is returned.
