What happens when a user from eample ISP has to use their IPS's mail server because they block port 25, But the user is sending from their Hotmail, or MSN mail address?
That's up to the domain owner and/or user to decide.
The domain owner may simply not allow that. Or, the user may connect to port 587 instead of port 25 (if the mailserver supports it) -- ISPs won't block port 587, as it is only used for users that authenticate.
