If the domain that you want to have the filter run for is example.com, you would put the following at the top of the filter:

ALLRECIPS      END      NOTENDSWITH      @example.com

Bill's recommendation could be used to apply actions based on tests failing on a per-domain basis, but I'm thinking that this is what you were really after in this case.

I'm hosting a gateway system for a organization that needs to filter
specific keywords so they make sure these messages get through. Problem is
that sometimes these types of messages could be SPAM to the "Average users".

So, I'd like to setup a filter for them to reduce the weight on their
keywords but only filter on their specific domain name.
