Yes, but not the way you want.
The COPYTO action will execute -- Declude JunkMail will tell IMail to add an extra recipient.
But the HOLD action will also execute, which prevents the E-mail from being delivered. That will prevent both the original recipient(s) from receiving the E-mail, as well as the COPYTO address.
