I have a couple of SPAMDOMAINS where I would like to have "No Reverse DNS" be a viable alternative to the domain but still block on everything else. Can I just put that string "No Reverse DNS" in second column to pass through domains which only match "domain.com" and "No Reverse DNS"?

Unfortunately, that will not work -- the SPAMDOMAINS tests will not work with IPs that have no reverse DNS entry.
